Minot to Host Public Forum with Police Chief Finalists

MINOT, ND – The City of Minot will host a public town hall on Wednesday, May 28, from 6:30 to 8:00 p.m. at City Hall, offering residents the opportunity to hear directly from the three finalists for the position of Chief of Police.

The event is part of the city’s transparent hiring process for its next law enforcement leader and will allow community members to ask questions and evaluate each candidate’s vision for the department.

The Finalists

Michael Frye
A retired Lieutenant from the Minneapolis Police Department, Frye has extensive experience in civil unrest response, homeland security, and SWAT operations. He currently teaches at Bismarck State College and holds a master’s degree in Homeland Security and Emergency Management. He previously helped launch Minnesota’s Office of Animal Protection, and is currently working as the Bismarck State College chief of campus police.

Edward A. Orgon, Jr.
Orgon currently serves as Chief of Police in Lake Hallie, Wisconsin. A 23-year veteran of the U.S. Drug Enforcement Administration, he served in cities including New York, Detroit, and Richmond, VA. He also held a senior DEA leadership position in Buffalo, NY. Orgon is a graduate of several FBI and national law enforcement leadership programs, with policy interests in mental health, homelessness, and substance abuse.

Dale Plessas
Minot’s Interim Chief of Police since September 2024, Plessas has served with the department for 23 years. He previously worked in the Crime Prevention and Bomb Squad units, and graduated from the FBI National Academy. Plessas is a longtime Minot resident and emphasizes transparency and departmental collaboration.
