Report Released: Mayor Ross sent Explicit Content to City Employee

Minot - The City of Minot has released the redacted version of the investigation report into Minot Mayor Tom Ross.

The report reveals that on January 14, 2025 City Attorney Stefanie Stalheim received a phone call from Mayor Tom Ross informing her of a police officer's suicide at the Minot Police Station. Minutes later, Ross accidentally sent a sexually explicit video of himself to Stalheim via text.

Ross immediately called Stalheim to delete the text stating that it was an accident and was meant for his romantic partner. When Stalheim attempted to do so, the video's thumbnail was visible containing graphic content.

It is important to note that Ross uses his personal phone for city business.

Stalheim filed a formal complaint on January 28, 2025 where she requested a formal apology from Mayor Ross and that he consider resignation.

The findings of the investigation show that the incident, whether accidental or otherwise, does meet the City's definitions of workplace harassment.

The City has a special City Council Meeting at 4pm, April 1 where the report will be further discussed.
