City hires Tom Joyce as Assistant City Manager

Tom Joyce has been named Assistant City Manager for the City of Minot.
Since 2021, Joyce has served as the Deputy to the Garrison Commander at the U.S. Army Garrison Fort Carson in Colorado Springs, Co. In that position, Joyce was responsible for directing administrative, technical, and professional services supporting a population of more than 73,000 at a large, multi-mission military installation.
Joyce’s education includes a Bachelor of Arts in American Government from the
University of Virginia in 1986, a Master of Science from Purdue University in 1991, a Master of Military Operational Art and Science from Air Command and Staff College in 2000, and a Master of Strategic Studies from Air War College in 2005.
“We had an outstanding group of candidates for the Assistant City Manager position,” said City Manager Harold Stewart. “We’re confident Tom will be a great fit and we’re looking forward to adding him to our already strong leadership team at the City of Minot.”
Joyce will begin his duties in Minot on Jan. 15, 2024. As Assistant City Manager, he will work closely with Stewart and in conjunction with the City Council to oversee all facets of the City of Minot’s organizational management. The City’s Public Works, Utilities, and Engineer’s offices will report directly to the Assistant City Manager.
The City conducted a nation-wide search to fill the Assistant City Manager position. Final interviews with three finalists were conducted in mid-October.
