BISMARCK – A resolution attempting to simplify constitutional measures by requiring a single subject rule passed the North Dakota State House Thursday.
Senate Concurrent Resolution 4013 would place a measure on the November 2024 ballot to require all future initiated measures be one subject each.
The resolution contains two more requirements: that petitions for future initiated measures be circulated by qualified electors, and that the measures be voted on both in the primary and general elections by a majority of voters to pass. The resolution received a 9-2 Do Pass recommendation by the Government and Veterans Affairs committee.
“Please vote yes to allow the people of North Dakota to vote to protect our constitution,” said Rep. Claire Cory, R-Dis. 42, Grand Forks.
“This is a good bill, I think we’re all going to vote for it,” said Rep. Steve Vetter, R-Dis. 18, Grand Forks. “Unfortunately, I don’t think the people are going to vote for it, so I don’t know what good that’s going to do. Putting this on the ballot right next to term limits, I don’t think that’s going to make anybody happy.”
The resolution passed by a vote of 73 to 18. If both chambers agree on all amendments it will be sent to the voters in November of 2024.
