The North Dakota Highway Patrol apprehended Arsenio James following a high-speed chase and use of a pursuit intervention technique (PIT). The pursuit began at 12:19 p.m. Saturday, approximately 11 miles east of Rugby, when a HP trooper attempted to stop a stolen vehicle. The driver fled eastbound on U.S. Highway 2 for about 47 miles.
The vehicle was successfully spiked using tire deflation devices twice, but James continued to flee until his vehicle entered a south ditch as a result of the PIT maneuver. James was taken into custody and transported to the Lake Region Correction Center in Rugby. Charges were still pending as of Monday morning.
