1:45 p.m., Nov. 9--Rep. Terry Jones (R-Dis. 4, New Town) is now arguing against the plan to sub-district districts 4 and 9 in the redistricting plan, HB 1504. He cited an attorney that explained to him that sub-districting based on race according to the Voting Rights Act requires evidence of "ongoing racial animus." He declared that if such evidence can actually be found, he will be the first to lead the charge to establish sub-districts. But he believes ND is not there.
Another representative (I could not identify him quickly enough), is largely concerned about getting sued the way South Dakota did approx. 16 years ago, believing that the Voting Rights Act makes this sub-districting the right thing to do.
