NDGOP Condemns Former Senator Ray Holmberg, Details Actions Taken in Wake of Scandal

The North Dakota Republican Party has issued a public condemnation of former State Senator Ray Holmberg, describing his crimes as “abhorrent” and “reprehensible” in the wake of his conviction, sentencing, and the recent release of the Holmberg report. In a statement released Friday, the NDGOP detailed the internal steps it took after learning of the investigation and reaffirmed its commitment to justice, accountability, and advancing legislation to protect children.

“Holmberg’s actions—traveling abroad to sexually exploit minors, manipulating and preying upon vulnerable youth, and betraying the public trust—are reprehensible and stand in direct opposition to the values we hold dear,” the NDGOP stated.

The party detailed several steps it took in response to Holmberg’s misconduct:

August 2024: Holmberg was stripped of his Elephant’s Celebrated Award, an honor typically reserved for distinguished Republicans.

October 2024: An internal audit was conducted on all party funds associated with Holmberg. The GOP redirected the full amount to a non-profit dedicated to combating child sex trafficking.

March 2025: Following Holmberg’s sentencing, the party released a formal statement condemning his actions.

The NDGOP emphasized its expectation that elected officials uphold the highest ethical standards and serve as examples of integrity. “Holmberg’s actions are a profound violation of this trust,” the party said. “We must ensure that such breaches of trust are met with transparency, accountability, and unwavering resolve.”

The statement also underscored the NDGOP’s commitment to supporting legislation that strengthens protections for children. The party pledged continued collaboration with lawmakers, law enforcement, and community organizations to prevent abuse and support victims.

“The dust must never settle on issues like this,” the party said. “We must remain vigilant, ensuring that justice is served, and that the sanctity of public office is preserved.”
